Apparently, it's due to hacking to get the talent on a new character.

Sabina said it's not worth it. The guns will be out, legally, in a month. It's not worth it to spend 10 million on a gun.

Ah if it's not a glitch then it's not worth messing with it. Also I wasn't thinking but I don't think the people that have it now can use it because the bullets are probably not out. xD

There are some bullets out from the same source, but I don't think you can even normal attack with it yet since the skills aren't out. You can probably use counterattack with it and MAYBE assault slash. Not worth scrambling over.
