-Homestead increase to level 15, with size 49 x 49.

-Added new construction to the homestead including livestock and more.

-Added homestead maintenance system such that you need to pay homestead stones to maintain your farm to use the utility every 7 days. If you cannot pay with stone utility cannot be accessed. You must wait until you have enough stones again.

-Pon can be spend to instantly access the utility without having enough homestead stones.

On the cherry blossom one is that like where you can change the scene or is this all like pre-determined? Like Iria, and such on. o.o?

Pfft, looks like some of the new homestead items can only be built using Pon.
From what I've seen, these are the items:
Dry Alch Oven, Wet Alch Oven, Farm Stone, Sakura Tree, Cookie Tree, the Star (all colours) , the Small Star (all colour), coloured City Lights, Sheep

Edit: Also somehow carpentry table is not implemented in this update.

So they're milking homesteads for cash now, that's lame. :( That aside, I love the looks of the new items you can place. They need a Japanese-style home option, too.

I don't think it's much milking if they allow us any-type-of-player access on it as well.

Why? 20 Pons is only $2, easy to get with free offers if you don't do them that often. (If you do them multiple times a week then it'd be hard. . .)
