No Stacking, cooldown may cancel when you get hit though.

And yes,some race can't learn some of these skill due to the lack of certain "talent".

Elves can't learn Berserker while Giants can't learn Spider Shot. However... they can learn pretty much every other skills.

As in permanent stats that stay even after rebirth (like Ranald's classes)?

Yes, permanent as permanent, is not a new concept, they have done it with another premium card like this before.

For some odd reason, they didn't advertise the fact that it's boosting all your stats. Is it confirmed that our version has this boost, or perhaps only foreign Mabi had it implemented? I suppose it's possible that Nexon NA themselves didn't know or forgot to mention it as well.
