They don't have any upgrade slots, so can not be upgraded.
They can still be enchanted and reforged.

With 10 Defense and 5 Protection base, do you need upgrades?

In terms of defense and protection, no. But not in terms of passive defenses.

Were they really so overpowered that they needed to remove access to elemental reforges for them though? Like wouldn't making guns unable to access them make them considerably weaker in comparison to other weapons?
With good stats to back them up, guns are indeed very powerful. Soluna posted a video recently showing some guy decimating Shadow Wizard rooms solo, if I recall correctly. (Or perhaps that player WAS using reforges? Dunno, it looked ridiculous either way.) This might always change later on, though, depending on what new content and/or skills are introduced.
