So it doesn't say on rebirthing that you can select a new talent or keep your old one? and you chose new one it brings up the window

The free 6 character cards and the permanently open moon gates and mana tunnels are mentioned as being a new permanent feature to the game, not an event.
As for the revive on spot, the wound penalty has been completely removed, and the exp loss reduced.

For those of you panicking over not being able to retain your talent with each rebirth, it is a glitch recognized by Nexon.

We will walk through commonly mentioned issues regarding the newly updated rebirth system.

The following will be addressed during the next upcoming patch.

1. Difficulties in doing a rebirth when the talent selected is the same as the talent that is currently
used by the player

- If character appearances are changed, you may rebirth with the same talent.
(You may change your appearance for 0 Pons if you select basic features.)

- You may rebirth when you select a different talent.

2. Being forced to change appearances for a rebirth when the character is using features from the
Full Metal Alchemist Character Cards or when human/giant characters have the ice blue hair color

- The forced change in features will be recovered in a later date.
- Before recovery, we ask you to choose basic or premium features despite the inconveniences it
may bring.

Precisely. Current way to work around with the glitch is to change your appearance, whether it be basic or premium features, and Nexon will provide compensations for this. (Most likely a rollback for facial features)
