Gold Strike isn't a weapon, so yes, so long as you are using something that can use a shield before charging gold strike.

I'd imagine most people will not be using shield with it because S/R upgrades can effect its dmg, so probably dual wields/bows for better damage.

I was under the impression that you need some sort of "special" gold bag equipped to use Gold Strike, hence the question

It's treated as a special "bolt" range attack.
