Well now that I think about it, kinda makes sense due to the existence of Reforge which kinda breaks some rules. heh.

This is normal because that's what the bug is, the system is considering new requirement being completely trained so people previously mastered skill are still masters but that bugs for people who haven't maxed the skill because they cannot train those requirements.

And EXP reforges have absolutely no effects on rank 1 skill to master title at all.
