That dress was from an event years ago. It's untradable, and even if it was, Alexina was added after the event.
It has never been re-run. :/

Also the shoes are NPC only.

Edit: Was assuming the hair was just human only, but naw, it's NPC hair.
Another thing up on the list of "nice things we can't have". ;-;
